One of the ways Welgemoed CID serves residents of Welgemoed is by keeping our community connected and informed about changes that affect everyday life. This is one such important update. The City of Cape Town has announced a significant change to its billing process that will affect every household in Welgemoed.
From 31 December 2025, the City, will no longer send rates bills by post. All accounts will only be delivered by email.
Important:
- Residents must actively opt in to the emailed accounts service.
- Even if The City already has your email and cellphone details, they cannot automatically register you for eBilling.
How to make the switch:
For emailed bills, simply send an email or SMS with your account number, contact number, and email address.

No Email Address?
Customers without email addresses can call the City’s Call Centre on 0860 103 089 for assistance.
Arndt Mittendorf Welgemoed CID Manager, urges Welgemoed residents not to delay. “More than 475,000 fellow, Capetonians have already made the switch to emailed accounts. We’re asking WCID residents to urgently register for emailed accounts if they haven’t done so yet. Remember, after 31 December 2025, accounts will no longer be delivered via the postal service.” He concludes with a reminder: “Don’t leave it late as many of our residents will be on holiday later in the year.”
