WCID EXPANSION
Proposed Inclusion of Door de Kraal West to Welgemoed CID
Welgemoed CID is proposing to include Door de Kraal West as a new sector in Welgemoed CID. Sector 6, extending its work in public safety, cleaning, maintenance, greening and social responsibility to this neighbouring area. Door de Kraal West would become part of WCID, with services coordinated by the existing team.
Include a map of the expansion area (Updated map requested from CID / GIS team that excludes Fynbos Circle & Valleizicht sections).
The area’s connection to the current WCID footprint makes it a practical area to consider for inclusion. Concerns about opportunistic crime also highlight the value of a coordinated public safety approach across connecting roads and adjoining spaces.
Extending patrols, monitoring and licence plate recognition (LPR) coverage could give the team a clearer picture of vehicle movements, help close gaps in observation and make it harder for criminal activity to go undetected. This could strengthen prevention and response across Door de Kraal West and the existing WCID sectors.
The inclusion remains a proposal, subject to approval by WCID members and to public participation of the Doordekraal West property owners, the required consent and City approval.
Residents will have opportunities to review the plans, ask questions and provide input at public meetings after the WCID AGM as the process progresses.
Keeping residents informed
This page will prominently display the current stage, next participation opportunity, confirmed deadlines as well as Blog posts to keep residents informed.
Together, a better Welgemoed for all.
Understanding Welgemoed CID
A City Improvement District is a defined geographical area where property owners liable for an additional property rate contribute towards supplementary services and improvements. WCID’s work supports the ongoing care and management of the neighbourhood across four areas:
Service area | What it covers |
Public safety | Patrols, camera monitoring, incident reporting and coordination with SAPS and City Law Enforcement. |
Cleaning and maintenance | Supplementary cleaning and attention to maintenance needs in public spaces. |
Greening and environmental improvements | Care and improvement of verges, landscaped areas and other shared spaces. |
Social responsibility | Local initiatives and partnerships that respond to community needs within available resources. |
These services supplement those provided by the City of Cape Town and other public authorities. An approved business plan and budget guide service delivery and the allocation of resources.
The proposed Doordekraal business plan will explain how Sector 6 would be resourced while maintaining services across the existing sectors. Service commitments, costs and commencement arrangements will be shared as they are confirmed.
CURRENT WCID SECTORS
Welgemoed CID currently operates across five sectors. These sectors help organise coverage within the wider Welgemoed CID.
Sector | Area |
Sector 1 | Bordered by Trichardt, Hofmeyer, Totius along the nature reserve, and Plettenberg. |
Sector 2 | Bordered by Trichardt, Chavonne, Van Jaarsveld and the upper boundary of Bellville Golf Club, towards Jip de Jager and Komissaris. |
Sector 3 | Bordered by Jip de Jager, Nederburgh, Poussion and Saffraan. |
Sector 4 | Includes part of Door de Kraal, bordered by Jip de Jager, Bellville Golf Club and the Door de Kraal recreational dam. |
Sector 5 | Bordered by Jip de Jager, Nederburgh, Patriot, Van der Merwe and Sturke. |
Proposed Sector 6 | Door de Kraal West, bordered by Artilery Avenue, Infantry Avenue, Jorgensons Avenue, Jameson Avenue, Regiment Avenue and Cameronians Avenue. |
The final published boundary map and affected-property list will identify the precise extent of the proposed inclusion.
The purpose of the proposed inclusion
Welgemoed and Door de Kraal West share connecting roads, public spaces and safety concerns. Including Door de Kraal West in WCID could help close gaps in coverage and give residents access to supplementary services already available to their neighbours.
Benefits for existing Welgemoed CID residents
WCID expect’s stronger public safety coverage in Door de Kraal West to reduce crime in the area, improving safety along connecting roads and reducing the risk of criminal activity spilling into existing WCID sectors.
- More coordinated public safety coverage. Extending public safety patrols, monitoring and licence plate recognition (LPR) coverage could improve awareness along connecting roads, reduce gaps in observation and make it harder for criminal activity to go undetected.
- Better use of shared resources. Connecting the additional area to WCID’s camera network, control room and operational team could strengthen information sharing and response coordination, with staffing and funding addressed in the proposed budget.
- Consistent care of adjoining public spaces. Coordinated cleaning, maintenance and greening could improve visibility and the condition of spaces used by both communities.
Benefits for Door de Kraal West residents
- A safer neighbourhood. Inclusion would bring WCID’s coordinated approach to prevention and response into Door de Kraal West, building on the progress made in reducing recorded serious crime across the existing sectors.
- An established public safety operation. WCID already has a monitoring centre, security service provider, patrol vehicles and an experienced team. These provide a foundation for extending services, with additional resources identified in the business plan.
- Connection to existing camera network. WCID’s experience in obtaining installation approvals and integrating cameras would support expanded camera and LPR coverage, to Door De Kraal West area.
- 24-Hour Control Room Support. DDK West residents would have access to WCID’s 24-hour Control Room to report incidents and request assistance, alongside the existing emergency SOS groups.
- Public Safety Patrols and Services. Regular patrols by WCID Public Safety Officers, including assistance with small fires, engagement with suspicious individuals and monitoring of municipal infrastructure for damage or vandalism.
- Consistent care and accountable management. Cleaning, maintenance and greening would follow local priorities and an agreed budget, supported by WCID’s established management, financial reporting and opportunities for owner participation.
- Improved public safety. Door de Kraal West residents would benefit from WCID’s established public safety approach, building on the improvements reflected in recent crime statistics.
Welgemoed CID’s Security Improvements | 2024 | 2025 | Jan–Sep 2026 |
Housebreaking | 35 | 25 | 5 |
Attempted house or business breaking | 8 | 8 | 2 |
Murder | 0 | 0 | 0 |
Total | 43 | 33 | 7 |
The proposal offers an opportunity to extend the public safety approach that has supported Welgemoed CID’s progress in reducing serious crime. The aim is to bring these benefits to Door de Kraal West while maintaining effective services across the existing Welgemoed CID sectors.

We encourage residents to stay informed, review the available information and participate constructively as the proposal progresses.
Door de Kraal West: Proposed Sector 6
The proposal would bring Door de Kraal West into Welgemoed CID as Sector 6, with services delivered through WCID’s management and operational arrangements.

Parts of Door de Kraal already fall within Sector 4. The proposed Sector 6 relates specifically to the additional Door de Kraal West area.
An amended WCID business plan will explain how Sector 6 would be incorporated into the overall service coverage, staffing and budget.
The proposed boundary expansion falls under section 26(1)(e) of the City of Cape Town’s City Improvement District By-law, 2023.

The draft participation plan proposes two public meetings. The final number, sequence and dates will be confirmed when the programme is aligned with the boundary-expansion process.
Funding and financial considerations
CID services are funded through an additional property rate collected by the City from liable properties within the approved boundary.
The proposed budget will explain:
- How contributions would be calculated, with illustrative property-owner costs.
- The services and resources that those contributions would fund.
- Initial infrastructure and setup requirements.
- Ongoing operating and maintenance costs.
- Financial implications for existing WCID contributors.
The assessment must consider affordability, adequate resourcing and the sustainability of services across the expanded area. Any sharing of costs between sectors should be explained clearly.
Contribution amounts have not yet been confirmed. These will be communicated with the supporting financial information.
Management and accountability
The proposed Sector 6 would form part of already established Welgemoed CID NPC , Registration Number 2020/556954/08. Welgemoed CID and fall within its existing management and governance framework. WCID operates as a non-profit company governed by a board of directors. Its activities are guided by an approved business plan, budget and applicable oversight requirements.
The Door de Kraal West steering committee would support local engagement and development of the proposal alongside WCID.
Eligible property owners may apply for membership of the WCID non-profit company. Registered members participate in members’ decisions, including director elections and budget consideration. Payment of the additional rate does not automatically constitute company membership.
Section 26(2)(b) requires the proposed business-plan amendment to be approved at a WCID members’ meeting. Section 26(2)(c) requires publication of the resulting resolution on the CID’s website.
Resident participation
Residents and property owners are encouraged to review the proposal and participate constructively. Opportunities will include access to the proposed business plan, budget and boundary information; public meetings; written submissions; and updates on feedback and revisions.
