The City’s Pensioner Rates Rebate and Indigent Support Service

The City of Cape Town is encouraging qualifying pensioners, social grant recipients and residents who qualify for indigent support to apply for, or renew, the financial assistance available through the City’s Pensioner Rates Rebate and Indigent Support service. Qualifying residents may receive rates rebates and other municipal support. Pensioners applying for assistance must be 60 years or older and meet the City’s qualifying criteria.

 Pensioner Rates Rebate – Renewals & New Applications

Residents receiving a Pensioner Rates Rebate are required to renew their application every three years following a new General Valuation. The current renewal process must be completed by 31 August 2026. Applications approved after renewal will be backdated to 1 July 2026. Until an application has been approved, the rates rebate will not be reflected on the resident’s municipal account. Residents who have not previously applied but believe they may qualify for a Pensioner Rates Rebate, are encouraged to submit a new application.

Indigent Support – Renewals and New Applications

Residents receiving Indigent Support are required to renew their benefits annually. For beneficiaries 60 years and older, renewal is required every three years following a new General Evaluation. Residents renewing their Indigent Support should complete their application before 30 December 2026. For qualifying beneficiaries aged 60 years and older, approved renewals may be considered for backdating to 1 July 2026.

Residents who are experiencing difficulty in paying their municipal account are encouraged to contact the City to discuss payment arrangements by emailing: payment.arrangements@capetown.gov.za

 Why do residents need to renew?

The City is legally required to periodically reassess beneficiaries to ensure they continue to meet the qualifying criteria for financial assistance. Residents who think they may qualify, or who are due to renew their benefits, are encouraged to apply as soon as possible.

The Welgemoed CID welcomes the City of Cape Town’s continued commitment to supporting qualifying pensioners and eligible residents. More than R8.3 billion has been proposed for social assistance during the 2026/27 financial year, and residents who may qualify are encouraged to review the available support and apply where applicable.
