Welcome to Term 2 of the Welgemoed City Improvement District
1 July 2025 – 30 June 2030
| | In partnership with the City of Cape Town, Welgemoed residents formed the Welgemoed City Improvement District (WCID) to enhance municipal service delivery and elevate the overall quality of life in our neighbourhood. Through this collective effort, we continue to build a safer, cleaner, more connected Welgemoed, adding long-term value to every property in the area. We are pleased to announce that the City Council has officially approved the application to renew the WCID for a second five-year term. This new term begins on 1 July 2025 and will run until 30 June 2030. |
We encourage all residents to get involved in the various initiatives driven by WCID on behalf of its members. Our guiding promise remains:
“A Better Welgemoed for All.”
The Term 2 Business Plan was submitted and approved by the City of Cape Town which outlines a focused programme of action across six key areas: Public Safety, Cleaning & Maintenance, Greening, Social Responsibility, Community Engagement, and Communication. These priorities will be implemented transparently, under strong governance, and with careful stewardship of your contributions.

Public Safety
Residents have come to expect a responsive and visible safety presence throughout Welgemoed, and we’re committed to maintaining these high service levels. Our proactive approach combines advanced surveillance technology, on-the-ground patrols, and strong collaboration with SAPS. Term 2 will also focus on traffic calming measures to motivate vehicles to slow down and adhere to speed limits.
The goal remains simple: to ensure all residents can move freely, live securely, and enjoy peace of mind, day and night.
Cleaning & Maintenance
The WCID cleaning team will build on existing waste removal efforts, identify hotspots, and tackle problem areas with targeted waste and maintenance solutions. From litter to seasonal upkeep, we’re committed to keeping Welgemoed neat, welcoming, and well cared for.
Greening & Environmental Development
Building on the success of Term 1, the Greening portfolio will continue to restore and reimagine local green areas. The highlight for this term will be the Goewerneur Park upgrade, the Welcome garden, transforming these into vibrant, multifunctional spaces and ongoing rehabilitation of indigenous plant life to support biodiversity and community well-being.
Social Responsibility:
Our social impact strategy focuses on partnerships that are local, resident-supported, and financially independent. With champions from our own community, we’ll continue supporting initiatives like MES, Huis Jabes, Alta du Toit, Magdalena Home and others that uplift those most in need.
Community Drives & Communication:
Good communication builds stronger communities. In Term 2, WCID will keep residents informed through our website, regular flyers, newsletters, and WhatsApp groups. These platforms are vital for updates, alerts, and celebrating the wins that make Welgemoed a place we’re proud to call home.
Accountability & Governance:
WCID will continue to meet all City of Cape Town compliance requirements, including:
- Monthly income and expenditure reporting
- Annual budgets and implementation plans
- Half-year performance reviews
- Submission of audited financial statements and governance documents
