Certain areas of Welgemoed experience higher daily movement than typical residential streets. These include Welgemoed Forum, the transport node along Jip de Jager Road, sports clubs and residential routes on refuse collection days. As with any high-activity environment, these areas require consistent oversight to maintain order and compliance with City of Cape Town by-laws.

WCID continues to monitor and manage these zones as part of its routine patrol and operational responsibilities.

Public Conduct in Business Centres

Welgemoed’s commercial areas are shared public spaces. Transport-linked nodes naturally attract increased foot traffic throughout the day and, at times, small groups who remain in the vicinity for extended periods. The consumption of alcohol in public places is prohibited under City of Cape Town by-laws.

Where public drinking is observed, WCID Public Safety Officers (PSOs) will engage with individuals, record the incident, and escalate matters to the City where formal enforcement is required. Consistent logging enables structured follow-up and will support our future coordination with Ward-based Safety Officers.

Refuse Collection Days

Refuse collection days, particularly Mondays, result in increased movement through residential streets. Informal recyclers move through the suburb collecting recyclable materials. While this activity is not unlawful, higher volumes of movement can increase exposure to opportunistic criminal behavior.

Resident Awareness

Community safety is shaped not only by enforcement but by the choices we each make. WCID would like to encourage Welgemoed residents to not incentivise informal traffic into the area.

  • Not to support informal golf ball sales near the golf course
  • Not to leave high value recyclable items out on bin day
  • Not to place refuse bins out the day prior to collection

Being mindful of these factors helps reduce unnecessary attraction to busy public areas.

WCID will continue to monitor activity levels in high-traffic zones and include relevant trends in routine reporting shared with the City. Maintaining orderly public spaces remains a collaborative and ongoing responsibility.
