Welgemoed City Improvement District – Term 1 Overview

Established in 2020 through a partnership with the City of Cape Town, the Welgemoed City Improvement District (WCID) was created to enhance service delivery and elevate the overall quality of life in the area.

Now at the end of its first five-year term, the WCID has successfully delivered on every objective outlined in the original business plan — with visible, measurable improvements and long-lasting community impact.


 

  1. Safety & Security

Our layered safety strategy has delivered substantial improvements in visible policing, surveillance, and infrastructure. We’ve built strong working relationships with SAPS, upgraded critical control systems, and expanded monitoring in key areas. As crime trends evolve, we remain proactive, investing in technology and people to help keep Welgemoed residents and businesses secure. Every initiative is designed to deter, detect, and respond rapidly to threats.

 Highlights include:

  • Visible Patrolling Presence 2 patrol vehicles and 6 additional foot patrollers, 3 additional control room officers, Full control room & network upgrade
  • Advanced Surveillance Infrastructure All 127 cameras upgraded to the latest technology. Of the total, 29 are Licence Plate Recognition (LPR) and 98 Human Detection cameras installed
  • Strategic Fencing Fencing installed around Welgemoed to channel traffic all vehicle and foot traffic in and our Welgemoed.
  • Proactive and Technology-Driven Approach

Ongoing innovation includes:

  •  Public safety officer & control room team development
  • Seismic sensors (testing)
  • Mobile surveillance units for hotspot areas
  • Public safety awareness campaign
  • Expansion of surveillance zones in partnership with the community

2. Social Responsibility

Our Social Responsibility portfolio ensures the WCID serves not only our infrastructure but also the people who live and work here. We focus on meaningful partnerships with organisations like MES, SOS Trust, and others to uplift vulnerable groups, support local schools, and provide employment opportunities. Community building events help bring neighbours together and foster a sense of pride and shared purpose.

 3. Cleaning & Maintenance

We take pride in keeping Welgemoed clean, green, and well maintained, not only seasonally, but every day. Guided by both the original business plan and resident feedback, our maintenance teams tackle everything from litter and garden care to general repairs. By employing local labour and working with MES, we ensure the area stays clean while supporting social employment goals.

 Performance and team structure:

  • 100+ tons of waste removed per year
  • Regular litter picking and seasonal maintenance
  • Cleaning teams respond to resident requests
  • MES GROW team (4–6 workers) support weeding, watering, and upkeep
  • WCID action team (3–4 workers) coordinate daily duties

 4. Greening

The Greening portfolio has exceeded expectations, transforming neglected or underused public areas into vibrant spaces filled with indigenous plants and community life. These parks and gardens offer more than beauty, they provide spaces for play, rest, and reconnection. Our ongoing upgrades prioritise biodiversity, sustainability, and inclusive access for all Welgemoed residents.

 Highlights and upgrades:

  •   Focus on rehabilitation of local indigenous plants
  • Parks transformed into multifunctional, inclusive spaces
  • Upgrades designed for infrastructure, accessibility, and sustainability

 Key projects:

  • Sluysken Park – Completed November 2024
  • Welgemoed Entrance Garden – Expected completion in Q2 2025

5. Transparent and Accountable Governance

All WCID operations have been carried out under strict governance protocols, with annual unqualified audits confirming sound financial management. Transparent reporting and public accountability have remained central to every decision and action taken.

  • Company Secretarial services through WJ Steyn Accountants

As the Welgemoed CID concludes its first term, the foundation has been firmly laid, and we look forward to continued progress and the building of strong community ties in the community of Welgemoed.
