The Board of the Welgemoed City Improvement District (WCID) has approved the appointment of Fidelity ADT as the WCID Public Safety Service Provider for the next operational term, following the completion of a formal Request for Proposal (RFP) process. The procurement process began in September 2025 with several security providers invited to submit proposals. While the first round met the service requirements setout by WCID, the pricing well exceeded the WCID budget. Respondents were therefore invited to resubmit a Best and Final Offer, after which the Board selected Fidelity ADT, after achieving the highest overall evaluation score.
Fidelity ADT has served as the WCID public safety provider during the previous term, meaning residents will continue to see the same familiar patrol officers and vehicles operating in Welgemoed. The service will continue to include dedicated patrol units, 24/7 control room coordination, and integration with the local security and emergency response network.
Arndt Mittendorf, WCID Operations Manager, thanked all respondents for participating in the process. “The process was thorough and focused on needing to maintain the current high level of service, while providing residents with value for money. We appreciate the time and effort invested by all the bidders.”

The Welgemoed CID Board believes this appointment will ensure the continued delivery of the high standard of service residents have come to expect, while remaining mindful of our approved budget. Fidelity ADT provides operational continuity and maintains a strong public safety presence in Welgemoed.
