The Welgemoed CID would like to thank all members and residents who submitted questions ahead of, our Annual General Meeting. Your engagement reflects the strength of our community and the shared commitment to transparency, accountability, and collaboration. We’ve carefully reviewed the questions and provided detailed responses below.

The 10 most popular questions are as follows:

  1. Budget Transparency

Question: Can the Board provide a detailed breakdown of major expense categories, such as ‘Communication’ and ‘Urban Management’, along with explanations for year-on-year variances?

Response:
The financial statements are prepared in accordance with standard accounting principles. Below is a summary of key expense items:

  1. Resident Feedback Mechanisms

Question: Will WCID consider conducting annual surveys to assess resident satisfaction and inform future priorities?

Response:
Annual surveys are recognised as valuable tools for gauging community sentiment and aligning priorities. While the Board must adhere to the approved Business Plan, subcommittees may assist in designing and distributing surveys, with results presented at future AGMs. This initiative is encouraged to strengthen community engagement.

  1. Board Composition

Question: What is the rationale behind the proposed limit of five directors, and has the impact on workload and representation been considered?

Response:
Research suggests that a five-member board promotes efficient decision-making and continuity. Operational responsibilities may be delegated to subcommittees, allowing directors to focus on governance. This proposal is exploratory and does not entail immediate changes to the Memorandum of Incorporation (MOI). Further details will be shared at the AGM.

  1. Virtual Participation

Question: Is WCID considering hybrid or virtual AGM attendance options to enhance inclusivity?

Response:
A hybrid meeting format is under review. Technical and statutory considerations, particularly regarding voting procedures, must be addressed. WCID values inclusive participation and welcomes assistance from community members with relevant expertise.

  1. Environmental Stewardship

Question: What initiatives are in place to promote sustainability, including greening, water conservation, and waste reduction?

Response:
WCID is committed to environmental responsibility through:

  • Indigenous planting and urban greening.
  • Management of invasive species and river clean-ups with volunteer support.
  • Collaboration with biodiversity and conservation initiatives.
  • Partnerships with Parks & Recreation and conservation specialists.
  • Annual collection and disposal of several tons of waste.
  1. Meeting Transparency

Question: Will summaries of non-confidential board meeting outcomes be shared with members?

Response:
Yes. Summaries of communication meetings and AGMs are made available to members in accordance with governance protocols.

  1. Community Subcommittees

Question: When will subcommittees be formed, and how can residents volunteer?

Response:
Subcommittees are formed around community-led projects seeking WCID support. Project initiators act as champions, supported by the WCID manager. Examples include:

  • Welgemoed Straatwinkel – coordinated with WCID.
  • Carols by Candlelight – facilitated by WCID.

Volunteer opportunities will be announced via the WCID website and sector groups once portfolios are confirmed by the newly elected Board.

  1. Procurement and Service Contracts

Question: How are service providers appointed or renewed, and are transparent processes in place?

Response:
WCID adheres to a formal procurement policy:

  • Services exceeding R20,000 require three quotations.
  • Deviations must be Board-approved with justification.

Examples:

  • T2 PSO security RFQ closed on 20 October.
  • Website upgrades under R20,000 did not require multiple quotes.

All procurement is reviewed to ensure fairness and transparency.

  1. Membership Growth

Question: Will the Board consider simplifying membership applications and automating reminders?

Response:
Online membership forms are available on the WCID website. Reminders are issued via AGM notices, WhatsApp sector groups, and direct outreach from the WCID office to encourage renewals and new memberships.

  1. Governance and Board Renewal

Question: Will director attendance and portfolio involvement be disclosed, and has the Board considered term limits?

Response:
Attendance and portfolio involvement are detailed in the Annual Report (Part C, Section 2.7). A quorum has been maintained at all meetings.

The MOI mandates annual rotation, with one-third of the longest-serving directors resigning and eligible for re-election. Any changes to term limits require approval from the City of Cape Town and a 75%-member vote.
