From the Chairperson – Welgemoed CID

Over the past few months, there has been robust public discussion across various community platforms regarding aspects of the governance and operation of the Welgemoed CID. In some instances, concerns and allegations have been raised relating to the Board and individual directors, as well as differing interpretations of certain processes and decisions.

Healthy debate is part of community life, and we welcome constructive engagement. At the same time, we recognise that the volume and tone of some commentary may have created uncertainty for residents about how decisions are made and where the CID currently stands.

In the interest of clarity and transparency, the Board would like to outline the current position.

Welgemoed CID operates within the City of Cape Town’s established City Improvement District framework and is governed by its approved Business Plan and Memorandum of Incorporation. The City maintains formal oversight of all CIDs, and a City representative attends Board meetings as part of this governance structure. We report regularly to the City in accordance with our obligations, and we have remained in open communication throughout this period.

At the recent AGM, members considered and voted on proposed amendments to the Term 2 Business Plan. The resolution was adopted by a substantial majority and has been submitted to the City for review and approval. Until such approval is received, the CID continues to operate in accordance with the currently approved Business Plan.

It is also important to distinguish between robust debate and conduct that moves beyond acceptable bounds. In certain instances, communications have included the circulation of personal content, the disclosure of private information, and serious allegations directed at individual Board members and staff. When presented as fact, such statements carry significant consequences.

As a Board, we have a duty to protect both the integrity of the organisation and the wellbeing of those who serve it. After careful consideration, and only once other avenues had been exhausted, limited legal steps were taken to address conduct that crossed this line. These actions were undertaken as a last resort and at no cost to residents. The City has been informed in line with our governance obligations.

Our focus remains firmly on delivery.

Public safety operations continue, cleaning and maintenance teams remain active, and planning for the Goewerneur Park upgrade is progressing. Further updates will be shared in due course.Welgemoed CID remains accountable to its members through the AGM process and regular reporting. Governance and Operational Clarifications

Following the Chairperson’s overview, the Board addresses a number of specific matters that have featured in recent community discussions. For completeness and clarity, these are set out below in a factual and structured manner.

1. Why has WCID implemented a revised Communication Policy for WhatsApp groups?

Welgemoed CID operates a two-tier communication structure designed primarily to support safety coordination and emergency response.

Two SOS WhatsApp groups are currently in operation:

• SOS – East → Residents below Jip de Jager (Sectors 4 & 5)
• SOS – West → Residents above Jip de Jager (Sectors 1, 2 & 3)

These groups are intended exclusively for residents requiring immediate medical or security assistance.

A second layer of sector-based WhatsApp groups enables residents to report non-life-threatening incidents, share local service outages, highlight suspicious activity and support efficient response where required. Over time, the sector groups have increasingly been used for broader discussion and debate. While engagement is encouraged, this has at times reduced the effectiveness of these platforms as focused safety communication channels.

The revised communication policy clarifies the purpose of each group and seeks to ensure that safety-related messaging remains clear, accessible and responsive. These groups are intended to prioritise vigilance and rapid coordination. Residents remain free to raise concerns, ask questions and discuss policy matters through established communication channels with the operational team or the Board.

2. Why has WCID adopted a planting selection covering Indigenous and Endemic approaches?

WCID formally adopted its planting strategy on 22 April 2025. The objective was to provide a structured framework to guide planting decisions going forward.

The strategy clarifies that planting within the WCID area includes both indigenous South African plant species as well as locally indigenous (endemic) species, depending on location and purpose. The amendment to the Business Plan does not remove the objective of rehabilitating locally indigenous species. Rather, it refines where and how such rehabilitation is prioritised, while allowing flexibility in high-use or highly visible areas.

Implementation is guided by three broad categories:

• South African indigenous-dominant zones in high-use parks and activity areas
• Locally indigenous (endemic) focused rehabilitation zones in lower-impact public
  spaces
• Naturally occurring endemic areas where minimal intervention is prioritised

This approach seeks to balance the various demands regarding biodiversity restoration, functionality, aesthetics and long-term maintenance practicality. All planting within public spaces remains subject to the City’s approval processes.

3. Welcome Garden

The original Welcome Garden was implemented using a predominantly endemic planting concept and without irrigation infrastructure. Over time, feedback from residents prompted a reassessment of the approach. This culminated in the adoption of the strategy on 22 April 2025.

This lead to the incorporation of indigenous South African species alongside endemic plants where appropriate. Irrigation infrastructure was introduced to support sustainability and long-term viability of the planting. The project was completed within the approved budget parameters, with some plants being donated.

4. Social Responsibility Mandate

Welgemoed CID’s social responsibility initiatives are local and project-based, in line with the approved Business Plan. Support is directed toward defined and measurable initiatives rather than open-ended commitments.

Current partner organisations include:

• MES GROW
• Alta du Toit Centre
• Magdalena Home
• Huis Jabes

These partnerships align with the WCID’s mandate and are considered within the framework of available resources and governance requirements. Residents are welcome to propose additional initiatives. Proposals are assessed against published criteria and the WCID’s approved mandate to ensure consistency, accountability and appropriate use of funds.

5. Conflicts of Interest

Board members and staff are required to declare any actual or potential conflicts of interest in accordance with established governance requirements and the WCID’s governing documents. A declared interest does not, in itself, constitute misconduct. Rather, disclosure forms part of responsible governance and ensures that any potential overlap of interests is transparent and appropriately managed.

Where a matter arises in which a director or staff member has a declared interest, the relevant disclosure is recorded and appropriate steps are taken to ensure that decision-making remains fair and independent. This may include recusal from discussion or voting.

Directors serve in a voluntary capacity and may be active in professional or other community roles beyond the WCID. The existence of such roles does not in itself imply irregular conduct. Governance processes are in place to manage these circumstances appropriately.

6. Complaints and Transparency

WCID maintains a published complaints policy and a web-based complaints register, which is updated quarterly. This approach seeks to balance transparency with appropriate protection of personal and confidential information.

All mailboxes are monitored and responses are provided in accordance with established processes. Where formal requests for information are submitted in terms of applicable legislation, including PAIA, these are assessed and responded to within the prescribed legal framework.

7. Board Meetings and Governance

Board meeting dates are published in advance. Residents who wish to address the Board may request to do so prior to a scheduled meeting.

While Board deliberations are confidential to allow candid discussion and responsible decision-making, decisions are reflected in formal minutes and reported through established governance channels.  A City representative attends the board meetings to monitor compliance.

The Board’s performance and mandate are reviewed annually at the AGM, where members can engage in discussion and vote on appropriate matters.The WCID continues to operate within the City of Cape Town’s CID governance framework and remains subject to its reporting and compliance requirements.

8. Taxis and Parking on Jip de Jager

Taxi parking along Jip de Jager remains a concern for residents. WCID Public Safety Officers do not have law enforcement authority and are therefore unable to issue fines or remove vehicles.

The following measures are currently in place:

• Monitoring and recording of vehicles parked in contravention
• Logging of service requests through the City’s C3 system
• Increased officer visibility during peak periods
• Daily cleaning of the affected verge area

In addition, the the WCID PSO, the City has deployed new Neighbourhood Safety Officers to Ward 70, who are now active within Welgemoed. The new Neighbourhood Safety Officers are mandated to enforce traffic laws, municipal by-laws, and adds formal enforcement authority alongside WCID’s ongoing operational efforts.

9. Can WCID ensure there is more visible policing?

WCID Public Safety Officers follow intentionally irregular patrol routes. This approach reduces predictability and supports effective crime prevention.

In response to requests for increased visible presence, additional measures are being implemented to enhance reassurance patrol visibility in selected areas, without compromising operational effectiveness.

These measures are designed to complement existing patrol patterns and will be introduced in a manner that supports both deterrence and responsiveness.

10. Welgemoed Safe and Asset Transfer

Welgemoed Safe predates the WCID and played an important role in establishing the early surveillance infrastructure now utilised within the area.

As the WCID became the formal City Improvement District structure, it became appropriate to consolidate infrastructure and related assets within the WCID framework to ensure consistent governance, accountability and management.

The transfer of assets is being undertaken through an appropriate legal and administrative process to ensure compliance and continuity, without duplication of structures or unnecessary financial exposure to either entity.

The objective is orderly consolidation within the formal CID structure.

11. Website Compliance

The WCID website complies with the City of Cape Town’s CID By-law requirements and is reviewed annually by the City’s CID unit. Any recommendations or required updates identified through this process have been implemented.

In addition to the prescribed documentation, WCID publishes monthly operational updates to provide residents with visibility of current activities and upcoming initiatives.

12. Call for Directors at Each AGM

Prior to each Annual General Meeting, residents are invited to nominate themselves or other qualifying members to serve on the WCID Board.

At the 2025 AGM, two new nominations were received from approximately 1,450 households within the CID area. One nominee was elected. Existing directors who stood for re-election returned to office by majority vote.

The nomination process remains open annually. Participation through the formal governance structures of the WCID provides residents with the opportunity to contribute directly to oversight, decision-making and strategic direction.

Closing Perspective

Communities will inevitably hold differing views and disagree on various aspects. Constructive engagement strengthens governance when conducted respectfully and through established channels.

Welgemoed CID remains committed to transparency, lawful governance and delivery in accordance with its approved Business Plan. Where improvements are identified, they are addressed within the framework of responsible oversight and accountability.

We aim to strengthen WCID and its operations so that it can continue to bring value to the community. It is the only mechanism whereby we can provide top-up services to ourselves collectively. We remain committed to serving the community with professionalism, stability and care.
