Following the publication of this article, further engagement took place regarding a number of allegations relating to the governance of the WCID and the relationship between the WCID and WelgemoedSafe. These matters had been the subject of discussion within community and social media forums over an extended period. After reviewing available records and additional information, the resident concerned has acknowledged that several of the allegations were factually incorrect and has issued an apology to the Board.
The Board welcomes this outcome and remains committed to transparent governance, responsible financial management and delivering services in accordance with its approved business plan.

Governance, Financial Oversight and Community Questions
Over recent months, the Board of the Welgemoed City Improvement District (WCID) has received a number of questions from residents concerning the governance, financial oversight and operational delivery of the WCID during its first five-year term (Term 1: 1 July 2020 – 30 June 2025). The Board welcomes engagement of this kind. Transparency and accountability are central to how the WCID operates.
To assist residents, the Board has prepared a detailed response addressing the concerns, allegations and questions that have been raised within community and social media forums. The response has been compiled with reference to the WCID’s governing documents, audited Annual Financial Statements, Annual Reports, AGM records and related operational documentation. Supporting governance extracts and source references have also been included where appropriate.
The Board would like to assure the community of the following:
- Term 1 was delivered in accordance with the approved five-year Business Plan, across the safety and security, cleaning and maintenance, greening and social-responsibility pillars set out in that plan.
- The WCID received an unqualified (“clean”) audit opinion from its independent, IRBA-registered auditor, PKF Cape Town, in each of the five years of Term 1.
- The WCID’s annual financial statements, annual reports and AGM records were prepared, audited, tabled and approved through the WCID’s ordinary governance processes, and the Board is not aware of any compliance finding or objection having been raised against the WCID by the City of Cape Town’s CID division during the term.
Understanding WelgemoedSafe and the WCID
Several questions raised during the process related to WelgemoedSafe and its relationship with the WCID. The Board has published a dedicated article explaining how both organisations developed over time and the role they continue to play within the broader community.
The WCID Board remains committed to transparent and accountable governance, and welcomes continued constructive engagement through the WCID’s formal governance and communication channels.
