Welgemoed CID in Focus | May 2026
As winter settles across Cape Town, May brought a reminder of both the challenges and strengths that shape life in Welgemoed. From storm-related clean-up operations and public safety responses to community engagement and environmental initiatives, residents once again demonstrated the practical, community-minded spirit that has long characterised the suburb.

Over the past few weeks, many residents would have experienced the recent storm conditions firsthand, from fallen trees and debris to blocked roads and the clean-up work that followed. While the weather certainly tested infrastructure and public spaces across Cape Town, Welgemoed responded remarkably well overall.
A sincere thank you must go to residents, operational teams, service providers and City staff who assisted with clearing, reporting and supporting one another during the affected period. One of Welgemoed’s strengths has always been the willingness of people to step in where needed, often quietly and without much fuss.
That spirit of practical problem-solving forms an important part of Welgemoed’s story. This month we look back at the history of WelgemoedSafe and the evolution of the suburb’s safety environment over the past fifteen years. It is a reminder that many of the services and systems supporting Welgemoed today began with residents identifying challenges, contributing their time and resources, and working together to build practical solutions.
As the winter season settles in, the recent storm and the story of WelgemoedSafe both highlight something that has long been part of Welgemoed’s character: when challenges arise, residents come together, find practical solutions and help move the community forward.

MONTHLY SAFETY & OPERATIONAL SNAPSHOT
The snapshot below reflects verified incidents and service activity recorded during the month, informing WCID’s operational priorities.
- COMMUNITY SAFETY UPDATE
Welgemoed experienced a single housebreaking incident during May in Saffraan Street. At approximately midday, a resident arrived home and encountered two intruders inside the property. The resident immediately left the house and contacted the WCID control room. Multiple Public Safety Officers were dispatched together with backup response teams. The rapid response resulted in two suspects being arrested on the property. Initial indications suggest access was gained by removing burglar bars from a rear-facing window. We thankful that our teams fast coordination and response resulted in the arrest and that no one was injured in the incident.
Storm Response Assistance
Recent storm conditions resulted in an increase in requests for support relating to fallen trees and debris across Welgemoed. WCID teams remained operational throughout the affected period and assisted where possible with clearing and coordination support to help restore access in impacted areas. WCID would like to thank residents, City teams and service providers involved in the various clean-up activities following the storm.
Community History – Building Solutions Together
The recent storm reminded many of us how quickly residents, service providers and community organisations step forward when challenges arise. Welgemoed has a long history of that same practical approach. Long before the WCID was established, residents were already working together to improve safety and invest in the suburb. This month we look back at the story of WelgemoedSafe, the origins of the suburb’s camera network and the journey that led to the establishment of the Welgemoed CID.
Community Policing Forum Engagement
A SAPS Sector 1 Sub Forum meeting was recently held at Bellville Golf Club. Approximately 20 residents, armed response service providers and SAPS representatives attended the engagement. Residents were informed that overall crime statistics for the past three months were reported as marginally lower. Feedback was also provided regarding the motorcycle robbery incidents previously affecting the area, with suspects having now been apprehended following the tracing of the vehicle linked to the robberies.
Discussion also included the arrest of the two suspects in Saffraan Street, both of whom had reportedly previously been arrested in Durbanville during March. The meeting further considered the spike in incidents experienced in Protea Valley during the first quarter of 2026, which has since subsided. No specific suspects or causes linked to these incidents have been identified at this stage.
Residents additionally raised concerns regarding communication between detectives and affected residents, together with the importance of ongoing coordination with the Sector 1 SAPS team.
ATM Scam Hotspot
Most residents have become accustomed to seeing cameras across Welgemoed. Their purpose is not only to support investigations after incidents occur, but also to discourage criminal activity before it happens. Following reports of scam-related activity targeting ATM users, an additional camera has recently been installed overlooking the Standard Bank ATM at Welgemoed Shopping Centre. Signage has also been erected advising users that the area is under surveillance. Visible monitoring remains one of the most effective ways of discouraging opportunistic criminal activity in public spaces.
Informal Waste Picking on Refuse Collection Days
The ongoing challenges linked to informal waste picking activities on refuse collection days were again discussed during the CPF engagement. Apart from associated nuisance and security concerns, SAPs the activity also contributes to recyclable material being mixed back into general refuse streams destined for landfill sites. WCID continues to explore practical options that may assist in reducing the impact of these activities in affected areas.
- URBAN MANAGEMENT & MUNICIPAL COORDINATION
Good Neighbours
The City writes the by-laws. Welgemoed residents create the neighbourhood.
Animal Keeping in Residential Areas
Every suburb has its alarm clocks. Some are battery-powered. Others have feathers.
While pets and animals form an important part of suburban life, difficulties can arise where excessive noise, odours or unsuitable keeping conditions begin affecting neighbouring properties. The City’s Animal By-law aims to balance the enjoyment of keeping animals with the rights of neighbours to peacefully enjoy their homes. Residents keeping poultry or other animals are encouraged to remain mindful of early morning noise, enclosure conditions and general property maintenance.
Ward 70 Water Engagement
Water supply interruptions remain a frustrating experience for affected residents, particularly when pipe bursts occur repeatedly in the same areas. At a recent Ward 70 water engagement, the City’s Water and Sanitation Department confirmed that ageing infrastructure remains one of the primary causes of these interruptions in parts of Welgemoed and surrounding suburbs.
To assist in reducing future pipe failures, two pressure control valve systems will be installed on key supply lines as a short-term intervention. The City also confirmed that longer-term infrastructure replacement projects have been included in its planning and budgeting processes. Residents were further advised that two areas within Welgemoed have already undergone water pipe replacement projects during the past three years as part of the ongoing infrastructure renewal programme.
Welgemoed residents are encouraged to download the City’s App to be able to log incidents and outages quickly, accurately, and directly to the relevant City departments. The City’s mobile app is available for download in the Apple App Store and Google Play Store.
- GREENING & PUBLIC SPACES
Renosterveld Planting Days
More than 2,000 indigenous plants were successfully planted during recent Endemic plant focused planting days under expert supervision, with residents stopping by throughout the initiative to lend a hand. Residents of all ages contributed to the planting days, continuing a long-standing tradition of community involvement in practical projects that help care for and improve the suburb’s shared spaces. As part of the project, a further 226 plants were sold to Wildflower Stepping Stone Gardens (WFSSG), a community-driven initiative creating small habitat corridors in local parks that support urban biodiversity and pollinator movement across the city. We still have 1,700 plants that are still scheduled for planting as rehabilitation work continues across selected public spaces and corridors within Welgemoed.

Magdalenehuis Vroueoggend Tee
The recent Magdalenehuis Vroueoggend Tee featuring Cordelia was very well supported by residents and supporters from other communities. The event created another opportunity for the community to gather around a long-standing local organisation and enjoy a relaxed morning together.
Young Entrepreneurs Market – 6 June
Residents are encouraged to support the upcoming Young Entrepreneurs Market taking place on 6 June. The market is expected to showcase local creativity, ideas and small business initiatives, while creating an opportunity for younger entrepreneurs to share their work with the broader community.
