Understanding WelgemoedSafe and the WCID

Many newer Welgemoed residents may not be familiar with the history behind Welgemoed’s safety environment. While the WCID is now the suburb’s primary operational management organisation, its roots go back to community-led initiatives that began many years earlier through WelgemoedSafe. The story of WelgemoedSafe and the WCID is ultimately a story of residents finding practical ways to improve safety and invest in the suburb over time.

The overview below explains how both organisations were established, how their roles evolved and where they fit into Welgemoed today.

A Community Looking for Solutions

As the oldest residential suburb in greater Bellville north of the N1, Welgemoed has always been an open and accessible suburb. Like many residential areas, it experienced periods where housebreaking, theft and robbery became a growing concern.  Prior to 2011, residents were already working together through neighbourhood watch groups and other volunteer-led initiatives. There were even early discussions around establishing something similar to today’s WCID model, although those efforts did not ultimately proceed.

Around 2011, crime-related incidents became a particular concern. A group of residents began exploring additional measures to improve safety and security, eventually focusing on the establishment of a camera network to monitor key access points into Welgemoed. To achieve this, funding would be required for cameras, communications equipment and a dedicated control room environment.

Building the First Safety Network

WelgemoedSafe was established in 2012 as a voluntary association with its own constitution and SARS-approved Public Benefit Organisation (PBO) status. A community fundraising campaign followed, with residents and local businesses working together to raise approximately R1 million for the initial investment. By the end of 2013, the target had been achieved and the first cameras were installed. The planned camera network was completed during 2014.

The project required more than equipment alone. It also needed ongoing monitoring and management. To support this, an agreement was concluded with ADT, as it was known at the time. ADT provided monthly sponsorship towards operational costs, supplied monitoring personnel and utilised the control room facilities as part of the arrangement. The investment quickly began producing results, with camera monitoring contributing to a reduction in security-related incidents across the suburb.

Around 2018, WelgemoedSafe also began receiving camera feeds from neighbouring areas including Oude Westhof and Van Riebeeckshof, creating a modest additional income stream to support operations. For many years, WelgemoedSafe provided a practical way for residents to collectively invest in a safety facility within the suburb.

From Volunteer Funding to a Sustainable Model

As the years progressed, the camera network proved its value and became an established part of Welgemoed’s safety environment. However, maintaining, upgrading and expanding the network required ongoing funding. It also became increasingly apparent that while the benefits were enjoyed across the suburb, the financial burden was being carried by a relatively small group of committed residents and businesses.

The first steps towards establishing a CID were taken in 2017. Following a particularly serious incident during 2018, momentum behind the initiative increased significantly. WelgemoedSafe provided a loan to assist with the costs associated with the establishment process. Following approval of the Term 1 business plan by the required majority of property owners, and subsequent approval by the City of Cape Town, the Welgemoed City Improvement District officially came into operation on 1 July 2020.

Unlike WelgemoedSafe, which focused primarily on safety, the City’s CID framework required the business plan to address four service areas:

• Public Safety
• Cleaning
• Greening
• Social Responsibility

Although the initial business plan remained heavily weighted towards public safety, the scope of the WCID was considerably broader.

Why Both Entities Remain

To implement the approved business plan, a non-profit company was established in accordance with the City’s CID policy. This entity became the WCID NPC. The WCID operates independently within the framework of its Memorandum of Incorporation, the Companies Act and the City’s CID policies. Funding is received through the additional municipal rate approved as part of the CID process and is used exclusively to deliver the approved business plan.

During the establishment of the WCID, the future of WelgemoedSafe was discussed with the City. The intention at the time was to incorporate WelgemoedSafe into the new CID. The City required the WCID to be established as a separate entity, independent of existing organisations and historical arrangements. While WelgemoedSafe was not required to dissolve, it could not be incorporated into the WCID.

As a result, WelgemoedSafe continued to exist independently, retaining its assets, accumulated funds and existing agreements, while the WCID assumed responsibility for delivering the broader operational business plan. In practical terms, the WCID continued to make use of systems originally established through WelgemoedSafe, while WelgemoedSafe continued supporting the maintenance and care of those assets.

 

How Things Have Changed

Since 2020, the WCID has progressively installed its own equipment and expanded its operational capability. At the same time, the original WelgemoedSafe assets have continued to age and depreciate, while several legacy agreements, including arrangements with ADT and neighbouring areas, have transitioned to the WCID. As a result, WelgemoedSafe’s role has gradually reduced over time. Today, the WCID is the primary provider of additional services in Welgemoed, delivering services across public safety, cleaning, greening, social responsibility and community communication.

Looking Ahead

At the November 2025 AGM, it was noted that the future winding down of WelgemoedSafe remains under consideration. An update regarding this process is expected to be provided at a future AGM. WelgemoedSafe helped establish much of the suburb’s early safety network and laid the foundation for many later initiatives. The WCID has since built on that foundation, expanding the scope of services and providing a sustainable operational framework for the suburb.

Together, they form part of the story of how residents have worked collectively over many years to strengthen, protect and improve Welgemoed.
