Welgemoed CID in Focus | July 2026

Welgemoed continues to move forward through consistent service delivery, ongoing improvement projects and the support of an engaged community. This month we share the latest public safety trends, public participation events, and important governance news as we continue investing in a safer, cleaner and better-managed Welgemoed.

In January this year, I provided detailed feedback on the robust public discussion being had across various community social platforms regarding aspects of the governance and operation of the Welgemoed CID, including differing interpretations of certain processes and decisions.

One of the topics related to the process followed by the Welgemoed CID Board and WCID members, was amendments made to the Term 2 Business Plan. One of the strengths of the City of Cape Town’s City Improvement District model is its governance framework, built on transparency, accountability and public participation. We are pleased to confirm that the City’s Appeal Authority has upheld the approval of the amended Term 2 Business Plan. The WCID Board appreciates the careful consideration given to the appeal and the independent oversight provided through the City’s governance processes.

Following the City’s decision, the WCID Board will continue implementing the approved Amended Business Plan for Term 2. Residents have the right to participate in the City’s CID process, and that remains an important part of the way CIDs operate. However, responding to the large number of complaints, appeals and information requests has taken considerable time from both the volunteer Board and WCID management. This has unfortunately delayed a few initiatives planned for the Welgemoed community.

While the City will continue to consider the remaining complaints through its governance processes, the Appeal Authority’s decision provides certainty on the amended Business Plan and allows the Board to focus on implementing the projects and improvements approved by WCID members.

On behalf of the WCID Board, I would like to thank the many residents who have continued to support the work of the WCID, and those who have engaged constructively throughout this process. We all care deeply about Welgemoed, and I look forward to working alongside each of you as we continue enhancing the suburb we are proud to call home.

MONTHLY SAFETY & OPERATIONAL SNAPSHOT

The snapshot below reflects verified incidents and service activity recorded during the month, informing WCID’s operational priorities.

PUBLIC SAFETY UPDATE

WCID’s Public Safety Team remained active throughout July, providing visible patrols, responding to incidents and working closely with residents, SAPS and security partners to keep Welgemoed safe.

July saw two reported house break-ins, together with a similar level of non-serious crime to the previous month, including thefts from vehicles and incidents of vehicle signal jamming at the Welgemoed Shopping Centre. Where CCTV footage showed two suspects in a Toyota Etios reverse parking alongside the victim’s vehicle. After the owner walked away, one suspect opened the victims car door an removed contents from the vehicle before both occupants left the area. The vehicle’s registration has since been added to the Licence Plate Recognition (LPR) network to assist with future detection and investigations. These incidents serve as a reminder that many opportunistic crimes rely on brief moments of opportunity, highlighting the importance of remaining aware of your surroundings and reporting suspicious activity promptly.

Coordinated Response Leads to Arrest

One incident highlighted the value of the WCID’s coordinated response. Following the theft of property from an open garage in Dias Street, Public Safety Officers were immediately deployed while Control Room Operators reviewed CCTV footage and tracked the suspect’s movements.

Although the suspect initially evaded officers after a foot pursuit, he was later located hiding in nearby vegetation. Following a second pursuit, he was apprehended after resisting arrest. A significant portion of the stolen property was recovered and returned to the resident before SAPS arrested the suspect and opened a criminal case.

Public safety is continually evolving, and so are the tools used to support it. Over the past few weeks, the WCID Control Room has been trialling a vehicle signal jamming detection system at The Forum Shopping Centre. While the technology is being calibrated to reduce false alerts, security guards, Control Room Operators and Public Safety Officers are refining their response procedures so that any potential jamming incident can be assessed quickly and accurately.

URBAN MANAGEMENT & MUNICIPAL COORDINATION

July saw continued progress across several Cleaning & Greening initiatives as WCID, volunteers and our partners worked together to care for Welgemoed’s public spaces. Behind every clean verge, maintained park and landscaped public area is a team working every day to keep the suburb looking its best.

As part of strengthening this service, the Cleaning & Greening team recently took delivery of a dedicated operational vehicle. A new Team Leader will also be appointed in the coming months to coordinate day-to-day operations and support the continued delivery of this important service across Welgemoed. The role was advertised on the WCID website with 31^st July confirmed as the closing date for applications.

Since May, more than 4,000 indigenous plants have been planted throughout Welgemoed. As the planting season has progressed, the focus has shifted to establishing these young plants through ongoing maintenance, including weeding and selective spot clearing. Volunteer weeding days were recently held in Lincoln Park and along the Kommandeur embankment with valuable support from the Local is Wild team.

Although No Mow Parks are designed to encourage indigenous biodiversity, they are not left entirely unmanaged. Regular maintenance, including spot cutting and the removal of invasive weeds, remains essential to keep these areas healthy and allow indigenous species to flourish.

Residents also participated in the Saffraan Street Stairs Gate Survey, providing valuable feedback to help guide future gate closure decisions. The positive response received will inform a follow-up survey, where residents will have the opportunity to consider the impact of the options.

Progress also continued on the Goewerneur Park Upgrade during July. The revised park layout received approval from the City’s Water and Sanitation Department, with all proposed elements retained and only minor adjustments required to accommodate departmental comments. Following this approval, our park planner submitted the updated application and supporting documentation to the Recreation and Parks Department, where it is currently under review.

Community participation also continued, with a second online resident feedback session held on 28 July. Residents were given access to the Goewerneur Park project documentation and were again invited to provide comment.

CARING FOR OTHERS

Welgemoed’s community calendar continues to grow, with several events over the coming months offering residents opportunities to connect, support local organisations and celebrate the suburb’s vibrant community spirit.

Residents are encouraged to support Magdalenahuis at its fundraising gala evening, A Night in Paris, on Friday, 14 August. The evening raises funds for the organisation’s counselling and support services while bringing together supporters for an enjoyable evening with a meaningful purpose. Looking ahead, the popular Welgemoed Straatwinkel returns to Imhoff Park on Saturday, 10 October. One of the suburb’s favourite community events, visitors can once again look forward to local stalls, great food, family activities and a relaxed day out with neighbours.

The Welgemoed Kunstefees also returns with an exciting programme featuring well-known authors, live music, theatre productions, art workshops, lifestyle discussions, family activities and creative experiences for all ages. The festival will showcase performances by local school choirs, DF Akademie and Welgemoed Primary School alongside some of South Africa’s favourite artists.

Beyond celebrating the arts, every ticket sold helps support organisations making a difference in our community, including RAMOT, BADISA, Jan Kriel School, Alta du Toit School, Huis Jabes, Magdalenahuis, MES, Living Network, Paarl School and the Durbanville Children’s Home.
