September has been a productive month across Welgemoed, with new public safety measures coming into operation and significant planting and greening work continuing across the neighbourhood. Our work with Tygerberg Nature Reserve also continued, the Goewerneur Park upgrade reached an important milestone, and we are looking forward to a busy October as Welgemoed celebrates 70 years.

 Message from Anika Nell, Chairperson of Welgemoed CID

One of the encouraging things about living in Welgemoed is how easily many of the good things around us can become the norm. Despite the very real crime challenges faced across South Africa, Welgemoed continues to experience a very low crime rate. People walk and run through the neighbourhood, families enjoy our parks, and children spend time outdoors.

Our streets are well cared for, new trees are being planted, and our gardens and natural areas continue to develop. It is easy to take this environment for granted, precisely because we have become so accustomed to it. Yet behind it sits a considerable amount of work, cooperation and commitment from many people.

As a Board, we are grateful to everyone who contributes to the quality of life we enjoy in Welgemoed, particularly the residents and volunteers who give so generously of their time, our public safety partners, WCID staff and service providers, and the City of Cape Town.

Our AGM on the 10th of November is an opportunity to reflect on the year, the progress we have made and where we focus our efforts next. It also gives residents an opportunity to engage with the future direction of WCID. Further details will follow shortly.

MONTHLY SAFETY & OPERATIONAL SNAPSHOT

The snapshot below reflects verified incidents and service activity recorded during the month, informing WCID’s operational priorities.

1.  PUBLIC SAFETY UPDATE

Incidents During September

Welgemoed’s overall crime levels remain encouraging, with 5 house break-ins recorded through the first three quarters of 2026, compared with 25 during 2025. September did, however, see several smaller thefts from properties and public-facing areas.

These included a potted cactus in Wolhuter Street, plants from Chavonne Street sidewalk, a gas cylinder and a speaker from Gazania Street, and an outdoor light in Andrag Street. Vehicles linked to the plant thefts were identified and flagged on the LPR system for ongoing monitoring.

Bellville SAPS Sector 1 Meeting

The quarterly Bellville SAPS Sector 1 meeting was held in September, with SAPS reporting that Sector 1 continues to have the lowest incident rate. Vehicle security remains an area of focus, and residents are reminded to check that their vehicles are properly locked to reduce opportunities for theft and remote jamming.

The meeting also highlighted the limited availability of Ward Neighbourhood Safety Officers, who are currently available between 09:00 and 14:00, as well as ongoing difficulties with the national SAPS 10111 service. The volunteer Commissioner of Oaths programme at SAPS stations is working well, and SAPS is looking for additional suitably qualified residents willing to volunteer their time.

Public Safety Projects Moving into Operation

Work continued WCID’s approved public safety projects during September. The new Petal Street gate has been installed and is now operational, with the access point secured for emergency access only. New CCTV sites have also been installed along Jip de Jager Drive at Doordekraal and Uys Krige. The additional cameras extend coverage along these routes and add to WCID’s Licence Plate Recognition (LPR) system, providing earlier visibility of flagged vehicles entering or moving through the area.

 Ready When Things Heat Up

WCID’s Public Safety team has received a fire pack donated by Fidelity ADT, adding another practical resource to one of our Public Safety vehicles. The equipment can be used to help contain a developing fire until the City’s Fire & Rescue Service arrives. It does not replace the City’s professional firefighting service.

2. CLEANING & URBAN MANAGEMENT

Seasonal cleaning continued across Welgemoed during September, with service provider teams attending to public spaces, verges and areas requiring additional maintenance as spring growth picks up.

A Reminder About Your Wheelie Bin

The City has asked residents not to place soil, rubble or building material in household wheelie bins. Please also make sure that the lid can close properly. Bins that are overloaded or contain material that should not be disposed of through the household refuse service may not be emptied.

3. Greening & Environment

There has been plenty of activity on the greening front this month, with new planting taking place at Chavonne Park, along Kommissaris and Kommandeur Streets and on the Jip de Jager median.

 Goewerneur Park – Final Design Accepted

An important milestone has been reached for the Goewerneur Park upgrade, with the final Rev 7 design accepted by the City’s Recreation & Parks Department. The design is available Here. As the full project exceeds the R2.5 million currently budgeted, the Board is considering how the upgrade can best be implemented in phases. Residents are invited to a third online feedback session, where the final design will be presented and the proposed implementation phases and costs discussed.

 Growing Chavonne Park

Eight donated trees from the City of Cape Town, have been planted at Chavonne Park, with a further 1,000 plants expected for the park. Another 500 donated plants have been planted along Kommissaris and Kommandeur Streets, continuing the establishment of indigenous planting in public spaces across Welgemoed.

 Jip de Jager Median Takes Shape

The new planting along the Jip de Jager median is now in the ground, including trees, bulbs, shrubs and vygies. Welgemoed CID grew and donated vygies, while FynbosLife grew most of the other plants. The project has been a collaborative effort involving the Wildflower Stepping Stones Project, City of Cape Town, Truform Landscape Architects and Contour Landscapes. With the planting complete, the focus now turns to establishment and care as the new garden settles in.

 Supporting Tygerberg Nature Reserve

WCID continued its support of Tygerberg Nature Reserve during September, with a 12-person team working along the reserve perimeter towards Trichardt Street. The team has been removing Patterson’s curse and other weeds along the boundary, with further work continuing as they move through the area.

4. COMMUNITY LIFE

October is shaping up to be a busy month for Welgemoed, with Straatwinkel returning to Imhoff Park on 10 October and another opportunity for residents to celebrate Welgemoed’s 70th year.

 Welgemoed Turns 70

Join us for Sundowners in Welgemoed on 9 October, as we celebrate Welgemoed’s 70th birthday at Imhoff Park. Enjoy an evening with neighbours and live music from Born2Fire as we mark this special milestone together. Only two tables remain, so residents who would like to join the celebrations are encouraged to contact Natalie on 072 210 3483 to book a table.

Dankie, Welgemoed, Ons Kunstefees 2026 was ’n reuse sukses!

Danksy ’n gemeenskap wat saamgewerk, mekaar ondersteun en hul tyd en talente vir ’n groter doel gegee het. Die doel van die Kunstefees was om mense bymekaar te bring, ons gemeenskap se talent te vier en terselfdertyd liefdadigheid te ondersteun.

Celebrate the Art of Gardening

A new addition to the Welgemoed Straatwinkel is the Seeff Properties Garden Competition, which is currently underway, residents of Welgemoed, Door de Kraal, Bellville Ext 43, Kenridge Ext 4, Blomvlei and Selborne were were invited to enter their gardens. Entries have now closed, with selected gardens progressing to an in-person visit by the judging team. The winner will be announced at the Welgemoed Straatwinkel on 10 October.

5. GOVERNANCE & FINANCIAL OVERSIGHT

Welgemoed CID continues to operate in alignment with governance and financial oversight requirements of the City of Cape Town.
