Welgemoed CID: Leadership Transition and Continuity

The Welgemoed City Improvement District marks an important moment in its journey with the conclusion of Term 1 and a transition in leadership. This milestone reflects not only a change in roles, but the closing of a foundational chapter that required sustained commitment, trust-building, and community leadership over several years.

The WCID would like to extend its sincere thanks to François Laurence, who stepped down as Chairman during the end of 2025 and recently resigned as Director of Welgemoed CID, following the successful completion of Term 1. François has been deeply involved from the earliest days of community mobilisation, from building resident support for Welgemoed Safe, to guiding the evolution of those efforts into a formally established, City endorsed CID. His leadership during this formative phase helped by numerous other residents, turned a community vision into a functioning organisation with clear governance, operational delivery, and measurable outcomes.

As Welgemoed CID enters Term 2, Anika Nell has been elected as Chairperson. Anika is a long-standing Welgemoed resident and brings both local insight and professional experience to the role. This transition reflects a natural progression from establishment to consolidation, ensuring continuity while positioning the CID to respond thoughtfully to the opportunities and challenges ahead.

Message from the Outgoing Chairperson

Dear Welgemoed Residents,

I would like to extend my sincere thanks to every resident for your support over the past years. From the early groundwork in 2019, walking the streets to secure ballot support, to formally establishing the Welgemoed CID and successfully delivering our Term 1 business plan by 30 June 2025, your trust and engagement have been central to everything we have achieved.

I would also like to thank my fellow directors for their time, expertise, and commitment during Term 1: Renaldo Lorio, Hessel Turkstra, Chris van Rooyen, Loraine Maritz, Louise Ferreira, Abie Fortuin, Steve Minnaar, and Johan Basson. It has been a privilege to serve alongside you. My thanks also to Arndt Mittendorf, WCID Manager, and Sarah Green for managing the day-to-day operations of the CID.

With Term 1 now complete, I have stepped down as Chairman during the end 2025 and recently resigned as Director. My commitment from the outset was to guide the establishment of the Welgemoed CID and ensure the successful delivery of Term 1. As we move into Term 2, I believe it is the right time for new leadership to drive the next phase. Additionally, this transition allows me to prioritise some personal time with my family and focus on other projects that require my attention.

A heartfelt thank you to Anika Nell for your willingness to take on the leadership role for Term 2. I have full confidence in your ability to continue building on the foundation we have laid and to lead the CID with dedication and vision.

Message from the Incoming Chairperson

Dear Welgemoed Residents,

On behalf of the residents and the Welgemoed CID Board, I would like to sincerely thank François for his part in establishing the Welgemoed CID and guiding it through its foundational Term 1. The strong platform we have today is a direct result of this work, and we are grateful for the dedication and care he has shown our community.

As we move into Term 2, the Board remains committed to continuity, transparency, and steady progress. We will continue building on what has already been achieved, while working closely with residents to address priorities around safety, cleaning, greening, and community wellbeing.

I look forward to serving Welgemoed alongside my fellow directors and the Welgemoed CID team, and to engaging openly with residents as we shape the next phase together.
