GOEWERNEUR PARK PROJECT UPDATE

The Welgemoed Community Improvement District (“WCID”) wishes to provide residents with an update regarding the proposed Goewerneur Park upgrade project, its current status and the intended process going forward.

The Goewerneur Park project forms part of the WCID Parks Master Plan developed during the WCID’s first operational term (2020 – 2025), which identified a number of public open spaces within the WCID area for phased improvement over time. Following the upgrades completed at Sluysken Park, Goewerneur Park was identified as the next priority park project.

The objective of the project has consistently been to improve the park as a safe, functional and sustainable public space capable of serving a broad range of community uses, including recreation, passive use, exercise, informal gathering and family-orientated activities.

The project was incorporated into the WCID’s broader planning and budgeting framework as part of the phased public open space improvement programme. As the project progressed through various stages of conceptual planning, technical review and design refinement, additional infrastructure, operational, sustainability and implementation considerations required further assessment and consolidation.

During this process, multiple concept plans, design revisions and associated costing exercises were considered as part of the ongoing planning, review and refinement process. As matters presently stand, the WCID-approved design has been submitted to the City of Cape Town for review and approval, while implementation budgeting, funding considerations and related optimisation processes remain under ongoing review.

The Board is currently finalising its report following careful consideration and input from various stakeholders. The final report will be shared with residents during the last two weeks of June. To ensure all residents have an opportunity to engage with the findings, the report will also be presented during an online meeting. The date and time of the meeting will be confirmed closer to the time.

Various design elements and infrastructure considerations were assessed throughout the planning and refinement process, including landscaping and greening, lawn and open-use areas, walkways, seating and gathering spaces, exercise and play elements, lighting and security considerations, planting and irrigation strategies, accessibility and maintenance requirements, boundary and sidewalk improvements, as well as earlier splash pad concepts which were subsequently removed from later revisions.

As the project evolved, further technical, operational and financial considerations also required ongoing review and refinement. These included long-term maintenance and sustainability considerations, irrigation and water usage implications, infrastructure and material costs, operational practicality, affordability, community participation processes and preliminary engagement requirements with the City of Cape Town.

Certain revisions and refinements to the evolving concept plans arose from ongoing technical input, operational recommendations, practical implementation considerations, consultant engagement processes and guidance received during the broader review process. The project therefore developed through an ongoing process of assessment, consultation, review and refinement, rather than through a single fixed or unilateral planning approach.

A community engagement session was held on 15 January 2026 following the public survey process. Subsequent thereto, the WCID undertook a further review of the project history, concept plans, Bills of Quantities (“BOQs”), design progression and associated cost structures developed throughout the project lifecycle.

That review process identified that various concept plans and cost estimates evolved at different stages of the project, that certain earlier estimates formed part of preliminary planning and review processes, and that aspects of the project scope, infrastructure, landscaping and long-term maintenance considerations required further refinement and consolidation before any final implementation decisions could be taken.

The WCID is also aware that certain BOQ (Bills of Quantities) and costing information has circulated informally within the community. A BOQ is a working project document used during the planning and review process to identify proposed work items, estimated quantities, infrastructure components and indicative costing considerations associated with various design concepts and project options.

It is important to clarify that BOQs prepared during the design and review process are working costing documents used to assess scope, compare design options, identify cost drivers, evaluate possible project phasing and inform future procurement or service-provider engagement. Ongoing review processes may accordingly include refinement of costs, alternative sourcing considerations and further optimisation measures before any final implementation budget or procurement process is approved.

Premature circulation of such BOQ and costing information, without the necessary technical, operational and project context, may create misunderstanding regarding the project scope, status and costing position and may also impact future procurement, quotation and engagement processes before the project scope and implementation requirements have been finalised.

At present, the WCID-approved design has been submitted to the City of Cape Town for review and approval following submission during May 2026. It is important to note that the approval granted by the WCID relates to the design concept itself and does not constitute approval of project funding, implementation budgeting or commencement of implementation works. The project accordingly remains subject to ongoing BOQ review, cost refinement, funding considerations and optimisation processes before any implementation or tender processes can proceed.

The WCID Board remains mindful that affordability, sustainability, operational practicality and long-term maintenance implications remain material considerations in the ongoing review and refinement of the project.

In order to provide residents with a consolidated and factually grounded overview of the project, the WCID is currently preparing a detailed Goewerneur Park Project Report for publication on the WCID website.

The report is intended to consolidate relevant information regarding the background and objectives of the project, the progression of concept plans and design revisions over time, the evolution and refinement of the project scope, BOQ and costing considerations within the planning and review process, the current status of the project, ongoing review and optimisation processes, as well as the intended process and proposed way forward.

The purpose of the report is not to present a finalised implementation position, but rather to provide residents with a consolidated understanding of the project history, current review status and the processes presently underway. Further internal review, funding assessment, optimisation and approval processes remain necessary before any final implementation decisions are made.

Following publication of the report, the WCID intends convening a virtual community information session during which further information regarding the project status, ongoing review processes and current project position will be shared with residents.

The WCID believes this approach will allow for a more informed, constructive and transparent engagement process by ensuring that residents first have access to consolidated project information and proper project context, thereby reducing the risk of misunderstanding, incomplete interpretation or fragmented discussion arising from isolated project material circulated outside the broader review process.

The WCID remains committed to transparent and responsible communication, responsible community engagement, appropriate governance oversight, responsible financial review and decision-making, sustainable and maintainable public infrastructure, and delivering projects intended to provide long-term value and benefit to the broader Welgemoed community.
