WCID committed to providing residents with a further update on the Goewerneur Park project. Since the public meeting in January 2026, two matters have influenced the project: Firstly a review of the original construction estimate was done and a revision of the design following resident feedback and comments from the City of Cape Town.

The original Goewerneur Park design was presented to residents with an estimated construction cost of approximately R1.59 million, in 2023, which informed the Welgemoed CID project budget. During preparation for implementation of the project, it became clear that the original estimate did not fully allow for certain construction items. The original construction estimate did not include items such as boundary fencing, paving, lighting, retaining walls, plant installation, and an expanded irrigation system.
Once these items were adjusted, the estimated cost of building the same design increased to R 2.74 million, also adjusting for inflationary increases. This is where much of the confusion arose. The higher figure was not for a different park design. It was the adjusted construction cost, of the original design.

After receiving feedback from residents and the City of Cape Town, the WCID Board asked the design team to prepare a Revised design. This included changes such as the removal of the proposed splash pad. The revised design was then submitted to the City for approval. During the approval process, the City found that parts of the design had been planned over existing water infrastructure.
The Board will now work with the design team to update the proposal, address the City’s comments and present the way forward to residents. The comparison below shows how the project changed through detailed costing, community feedback and the City review process.
