Welgemoed in Focus | April
April saw Welgemoed CID maintain steady focus across community safety, public space management, greening, and coordination with the City of Cape Town.

“While our security teams maintain a vigilant presence across Welgemoed, opportunistic and organised crime remains a concern across Cape Town, including the increasing targeting of delivery vehicles. Residents are encouraged to remain alert when making use of delivery services. A Bellville SAPS CPF meeting will take place on 12 May, at the Bellville Golf Course, and we encourage residents to attend and engage.
As part of our seasonal planting programme, we have taken delivery of 4200 endemic plants to be introduced across selected public spaces. This forms part of WCID’s balanced approach to greening, where indigenous and endemic planting are combined to ensure Welgemoed’s public spaces remain practical to maintain, visually appropriate, and ecologically functional. We look forward to residents and volunteers participating in the planned planting events during May and helping care for these spaces over time.
In my previous communication, several concerns and differing interpretations were raised regarding certain processes and decisions by WCID. Constructive engagement remains welcome and is an important part of a healthy community. However, the Board is currently dealing with an exceptionally high volume of formal information requests (PAIA requests) submitted to access operational and administrative records. At current levels, these engagements are not constructive and are contributing to unnecessary division within the community.
If this level of demand continues, WCID may need to consider additional administrative capacity to manage these requests, which could result in additional costs to residents. While there are often multiple ways to achieve the same outcomes, we ask that our teams be given the space to deliver on their mandate, as reflected in the work shared in our monthly reviews.
We encourage residents to engage constructively and responsibly, so that time and resources remain focused on delivering services that benefit the entire Welgemoed community.

- COMMUNITY SAFETY UPDATE
Welgemoed CID remains focused on preventing serious crime, with particular emphasis on residential house break-ins and opportunistic activity. Visible patrols, coordinated camera monitoring, and responsive intervention continue to form the backbone of WCID’s deterrence approach. April Overview
One house break-in was recorded during the month. The property owners had been away for several days and the exact time of entry could not be confirmed. Access was gained through a bathroom window. The perpetrators were unable to unlock the internal bathroom door and left the premises without further access. There were a further 7 Non serious crimes with some examples below for residents to be aware of.
ATM Safety Alert
One incident was reported where a resident’s bank card was taken at an ATM. An organised group is using a coordinated distraction method. While the victim is withdrawing cash, accomplices engage both the individual at the ATM and companions nearby, including those in vehicles. During the distraction, the card is removed and quickly passed to a nearby suspect, who uses it immediately to withdraw funds with a separate card device. Residents are urged to remain vigilant when using ATMs, avoid engaging with unknown individuals, and keep their card secure at all times.
Effective Welgemoed CID Co-Ordination with SAPS
A resident had a gym bag stolen from a vehicle while parked at a local coffee shop. WCID control room staff reviewed footage shortly after the incident, identified the vehicle, and processed the registration through the LPR system. The vehicle and its occupants were stopped on Okavango Road by Kuilsriver SAPS, and the stolen property was recovered for collection. We extend our thanks to the Welgemoed CID Control Room for their professional work in enabling the apprehension of the perpetrators beyond Welgemoed.
This incident highlights the value of rapid response, camera footage, and close coordination between Welgemoed CID and SAPS, enabling perpetrators to be identified and intercepted beyond the immediate area.
Emergency WhatsApp Groups – Reminder
WCID supports voluntary emergency WhatsApp groups intended exclusively for residents requiring immediate medical or security assistance. A reminder that emergency services must be contacted first.

- URBAN MANAGEMENT & MUNICIPAL COORDINATION
Welgemoed CID continues to engage closely with the City of Cape Town on service delivery and infrastructure matters. Several sectors in Welgemoed have recently experienced an increase in municipal related water leaks. WCID Operations Manager and our Ward counselor are looking to arrange a meeting with the City and we will provide residents with feedback after the meeting. Smart Water Meter Rollout
The City’s Advanced Metering Infrastructure (AMI) Programme commenced rollout activities in Welgemoed during May to provide greater billing accuracy. Further information is available Read More:

Balanced Approach to Biodiversity
As part of our seasonal planting programme, WCID has taken delivery of approximately 4,200 endemic plants, which will be introduced across selected areas of Welgemoed in the coming weeks. Residents and volunteers are invited to participate in the upcoming planting days and contribute to the ongoing care of our public spaces. Planting events are scheduled for 9, 16, and 23 May. Resident interest in the Chavonne Park initiative has been encouraging and we look forward to seeing the incremental improvements in the coming weeks.

WCID continues to support local community initiatives like Huis Magdalene’s quarterly outreach activity day, handing of maternity bags, sponsored by residents, Welgemoed NG kerk and other residents looking forward to the day, 15th May.

5. GOVERNANCE & FINANCIAL OVERSIGHT
Welgemoed CID continues to operate in alignment with governance and financial oversight requirements.
6. LOOKING AHEAD
New camera installations are planned in the coming months at the Kommandeur Street gate entrance which will extend the operations Centre’s response capability, strengthening coverage at a key access point into Welgemoed.
Welgemoed works best when community involvement and practical delivery go hand in hand. With continued resident participation, our shared spaces and systems will keep improving in ways that benefit everyone.
