Welgemoed continues to move forward through day-to-day service delivery and ongoing improvements across the suburb. This month we share updates on public safety, access management and City work in our public spaces.

Public safety remains an area where WCID continues to invest, not only in maintaining the systems we have, but in expanding our capabilities where they can strengthen WCID response.

Thank you to residents who participated in our recent access management public participation process. Your input helped inform the next phase of improvements to fencing, gates and other access points, with five additional sites now approved for implementation.

During the month, the WCID Board also approved further investment in surveillance and perimeter security, including additional camera coverage along Jip de Jager Drive. Earlier identification of flagged vehicles along this busy route will give our Control Room and Public Safety Officers more time to respond when required.

Alongside these public safety priorities, the Board continues its focus on improving efficiency within WCID and strengthening our governance and administration. Our aim is to make the best use of the resources available to us while maintaining the standard of service our community expects.

MONTHLY SAFETY & OPERATIONAL SNAPSHOT

The snapshot below reflects verified incidents and service activity recorded during the month, informing WCID’s operational priorities.

PUBLIC SAFETY UPDATE

Much of Welgemoed’s public safety network operates behind the scenes. Keeping its cameras, communications and supporting infrastructure working reliably requires ongoing maintenance.

This month, third-quarter maintenance was completed across all 44 security sites and the Control Room. Welgemoed CID has also renewed its Service Level Agreement with long-standing service provider Rubics Solutions, which provides the technical maintenance and support behind the network.

Access Management Around Welgemoed

WCID has been reviewing pedestrian, emergency and perimeter access at several locations around Welgemoed, with residents invited to provide input through the recent public participation process. Following this process, the city unfortunately declined the WCID’s request to permanently close the Safraan Street gate with further information regarding the City’s decision found Here. The following emergency and access changes were reviewed and approved by the Board:

Medical Centre Stairs – Pedestrian gate
Kommandeur / Nederburgh Street Access – Pedestrian gate
Kommissaris / Wylant Access – Jip de Jager Fence closure of informal path for security purposes
Petal Street – Emergency access gate installation
Jip de Jager / Lincoln Street Access fence along Jip de Jager for foot traffic management

The next step is to finalise the installations with the relevant contractors.

Expanding Camera Coverage Along Jip de Jager

Alongside the access-management work, WCID is extending its camera network along Jip de Jager Drive, improving surveillance of vehicle movement, pedestrian access and the neighbourhood boundary.

Vehicle Movement & Early Warning
Four LPR cameras will monitor vehicles travelling along Jip de Jager, providing early identification of LPR-flagged vehicles approaching the WCID area. The cameras are positioned around the Uys Krige and Van Riebeeckshof intersections.

Boundary Surveillance & Pedestrian Access
Five HD cameras will cover the Gazania and Artillery boundaries, including the area adjoining Doordekraal Dam Park, while providing additional surveillance around WCID’s solar installations. Three HD cameras at Kommissaris Street and Jip de Jager will monitor the pedestrian stairs and access, intersection and surrounding sidewalks. Together, the 12 additional cameras extend WCID’s visibility across important movement routes and boundary areas along Jip de Jager.

Practical safety information

Residents who regularly run in the area may want to consider carrying pepper spray. Pepper spray is available from the Welgemoed Security Control Room, which can be contacted on 086 1212 315.

SAPS Sector 1 Meeting

The next SAPS Sector 1, meeting takes place on 08th September, with representatives from SAPS Bellville Police Station, Traffic Law Enforcement and the Ward Councillor attending. Residents wanting more information can click Here.

URBAN MANAGEMENT & MUNICIPAL COORDINATION

The WCID team and Expanded Public Works Programme (EPWP) teams continued with regular street cleaning across Welgemoed. EPWP is a national government programme implemented locally by the City of Cape Town, providing temporary work and training opportunities.

The City completed repairs in Jansen Street, with tarring still to follow. There is also outstanding road tarring associated with two sewer infrastructure replacement projects being undertaken by the City’s Water and Sanitation Department. WCID is aware of the frustration caused by the outstanding work and continues to follow up as these projects are completed.

The City also removed trees damaged during the recent winter storms, with some stump removal still outstanding. New lighting was installed by the City in Gouwerneur Park and Chavonne Park during the month. Residents can contact our MES GROW social partner when needing garden refuse clearing. 3. Greening & Environment

Greening work continues across Welgemoed, with watering, weeding and general maintenance taking place across parks and public spaces. Particular attention is being given to recently planted areas while young plants establish themselves. WCID is continuing the process of appointing the right Team Leader for the greening portfolio. In the interim, a landscaping contractor has been appointed to provide a dedicated five-person team with a full-time supervisor, ensuring that daily greening work continues with experienced on-site supervision. This interim arrangement will run for three months, from September to November.

4. CARING FOR OTHERS

Volunteers Needed for Carols by Candlelight

Planning for this year’s Carols by Candlelight is well underway, and the organising team could use a few extra hands to help bring everything together. Volunteers are needed on 2 December to spend the day helping decorate the Christmas tree and prepare for the event. If you can set aside the day and lend a hand, please contact Arndt Mittendorf.

Welgemoed Straat Winkel

The Welgemoed Straat Winkel returns on 10^th of October, bringing neighbours together for another relaxed day at Imhoff Park. It’s a chance to support local stalls and community causes while supporting the many vendors in the park. Residents wanting more information can click Here.

The Welgemoed Kunstefees is also coming up, with a programme celebrating local arts, culture and creativity. There’s plenty happening across the festival, with something for different ages and interests. Residents wanting more information can click Here.
