Welgemoed in Focus | March

March was a period of steady operational focus across safety, greening, and public space management for the teams at Welgemoed CID. With the completion of the first quarter of the year, WCID continues to prioritise consistent delivery and proactive oversight across all operational areas.

As we approach the Easter period, we encourage all residents to travel safely and remain mindful on the roads. We wish everyone a safe and restful time with family and friends.

The Welgemoed CID board is encouraged by the continued efforts of our operational teams, with early indicators reflecting a reduction in serious crime within the Welgemoed CID area. At the same time, increased activity in neighbouring suburbs, including Door de Kraal West and Protea Valley, remains a concern. Welgemoed CID has begun supporting these areas through coordinated monitoring and the integration of selected camera infrastructure, contributing to a broader, more resilient security environment.

Within Welgemoed, we continue to see strong community support. Residents have assisted Welgemoed CID teams in meaningful ways, from providing refreshments to Public Safety Officers while on duty to making facilities available for operational meetings. These contributions are valued and reflect the community spirit that underpins Welgemoed CID.

MONTHLY SAFETY & OPERATIONAL SNAPSHOT

The snapshot below reflects verified incidents and service activity recorded during the month, informing WCID’s operational priorities.

1. COMMUNITY SAFETY UPDATE

With the first quarter of the year complete, Welgemoed CID remains focused on preventing serious crime, particularly residential house break-ins. As part of our ongoing commitment to continuous improvement, reducing these incidents remains a key operational priority.

In 2025, Welgemoed recorded 25 house break-ins across approximately 1,450 homes, equating to fewer than 2 incidents per 100 homes over the year.

Year-to-date, only one house break-in has been recorded. While still early in the year, this reflects a positive trend relative to the 2025 baseline. This improvement is supported by sustained operational focus, including visible patrols, active surveillance monitoring, and coordinated response. These efforts contribute to increasing deterrence and ensuring that homes within the WCID area remain more difficult targets for opportunistic crime.

Notable Incidents

No serious criminal incidents were reported within the Welgemoed CID area during March.

A limited number of minor incidents were recorded, including:

• Suspicious late-night activity in Sector 2, indicating possible reconnaissance behaviour
• A public altercation at a local fuel station, resolved on site with a car E-hailer and his customers
• An alcohol-related incident at the Welgemoed town center requiring intervention by Welgemoed CID Public Safety Officers and SAPS
• A delivery motorcycle incident was also reported, where a driver was robbed of his vehicle and possessions. The individual was not harmed, and WCID is supporting SAPS with surveillance footage as part of the investigation.

Surrounding Area Activity

Neighbouring areas, including Door de Kraal West and Protea Valley, experienced increased housebreaking during March. In response, WCID has:

• Increased monitoring focus in Sector 2
• Adjusted patrol routes to be in the areas more often
• Integrated selected external camera feeds to improve visibility

In these incidents:

• Entry was typically gained through windows or glass doors
• Alarm systems were either bypassed or not activated

This reinforces the importance of:

• Always keeping alarm systems active
• Reporting suspicious activity immediately
• Maintaining consistent household vigilance

Public Space & By-Law Observations

Public drinking remains an ongoing by-law concern in and around liquor stores, particularly over weekends. These incidents:

• Involve small groups gathering in public spaces
• May escalate into disruptive or unsafe behaviour
• Require intervention by WCID Public Safety Officers and SAPS

While incidents are regularly addressed, enforcement outcomes remain dependent on broader policing processes. Residents are encouraged to engage with household staff and visitors to ensure that public spaces are used responsibly and safely.

Community Safety Awareness

Residents are reminded to remain mindful of visible items placed on pavements, particularly on municipal bin collection days, as these may attract opportunistic activity.

Emergency WhatsApp Groups

Welgemoed CID supports voluntary emergency response WhatsApp groups, providing an additional layer of communication during incidents. In all emergencies—particularly where life or safety is at risk—It is best practice to contact emergency services prior to posting for first responder support on the SOS Emergency Groups. These groups are supported by the Welgemoed CID operations teams and responding residents on the group.

 Emergency Group Guidelines:

• Use the group for active safety or emergency incidents only
• Share clear, information (location, description, key details)
• Avoid commentary or unrelated messages
• Participation remains at personal responsibility

Did You Know? WCID Operational Use of Vehicles

WCID utilises 5 vehicles primarily for safety and on occasions to support operational requirements of other WCID portfolios. The temporary use of vehicles for team deployment does not compromise security operations. Sufficient resources remain actively deployed across all sectors to maintain response capability and visibility.

2. URBAN MANAGEMENT & MUNICIPAL COORDINATION

WCID continues to coordinate closely with the City of Cape Town on service delivery matters across the suburb.

Sewer Infrastructure Upgrades

The City’s Water and Sanitation Department has commenced sewer infrastructure upgrades across parts of Welgemoed.  These upgrades form part of ongoing investment in maintaining critical infrastructure and reducing future service disruptions. Work is expected to continue through to approximately September–November 2026. WCID continues to monitor progress and engage with City teams where required.

Smart Water Meter Rollout

The City’s Advanced Metering Infrastructure (AMI) Programme is scheduled to begin rollout in Welgemoed from April 2026. This will introduce smart water meters, improving:

• Usage visibility
• Leak detection
• Billing accuracy

Service Requests

Residents are encouraged to log service delivery issues directly with the City of Cape Town to ensure formal tracking and resolution.

3. GREENING & PUBLIC SPACES

As we move into autumn, increased leaf fall may contribute to blocked storm water systems. Residents are encouraged to keep drainage areas clear on their properties.

Chavonne Park Community Initiative

WCID is supporting a community-led improvement initiative at Chavonne Park. The focus remains on practical, incremental improvements, including:

• Irrigation and planting
• Tree planting for long-term usability
• Ongoing enhancements guided by resident input

Environmental Maintenance

WCID teams have completed:

• Removal of approximately 500 Port Jackson trees along the Kommissaris embankment.
• Removal of 8 alien trees at the second Welgemoed Welcome Garden, following approval from City of Cape Town’s Recreation & Parks Department.

• Additional clearing work on the Transnet grounds was supported by volunteers from SALT Projects, contributing to improved visibility and overall environmental conditions in the area. WCID teams worked alongside SALT Projects members in maintaining these important public spaces, ensuring they remain clean, accessible, and well managed. SALT Projects is a registered NPO focused on empowering individuals through participation in purposeful, community-based initiatives.

4. WELGEMOED CARES

Welgemoed CID has received a number of requests to expand the charities the community supports. To ensure that contributions are meaningful and well-directed, WCID focuses on initiatives where Welgemoed residents are actively involved and where clear project outcomes are defined. As a principle, Welgemoed CID does not support open-ended or undefined funding requests. Instead, support is directed toward specific, well-planned activities where the intended impact and requirements are clearly outlined.  Registered charities in or very near Welgemoed will receive priority as we look to support the local community. The City of Cape Town has opened its public participation process for the 2026/27 draft budget. Residents are encouraged to engage and provide input.
